$6 for 4 and up. 3 and under free. Tickets includes train rides. Kids will love it.

I see they recently stocked the creek with trout. Can you fish with any fishing rods or just a fly rod? And is that for above the falls or below the falls?

You must purchase a permit from the campground office and it is fly rod only. It is for below the falls as well.

Does the campground have wifi

I have no idea on that. I was enjoying the beauty of the park! Took lots of pictures

What form of payment do they take

The train ride / petting zoo portion of the park is $6 for adults and $4 for kids/seniors/military. Mini Golf is $5 for adults and $4 for kids/seniors/military. Combo for both is $8 for adults and $6 for kids/seniors/military. # and under are free. The Falls viewing area and Black Creek Trails are free.

Is there horseback riding?

Does it cost anything to visit the park now (outside of normal season) to just walk to the falls?

You can walk to the falls on the top side for free, I've never been to the bottom though. Not sure if there's a marked trail or not because the main view is from above.
